Gloucester County issued the following announcement on Feb.1

Gloucester’s Commissioner of the Revenue JoAnne Harris was recently designated as a Master Commissioner of the Revenue by the Commissioner of the Revenue Association (CORA) of Virginia. The designation comes just over two years after Harris took office.

The Master Commissioner designation demonstrates an advanced knowledge, competency, and professional accomplishment of Commissioners, according to the CORA of Virginia. To qualify, a commissioner must meet certain criteria, including maintaining continuing education through the Weldon Cooper Center for Public Service.

Other criteria for being eligible for the designation includes adherence to and practice of the Code of Ethics and Standards of Professional Conduct of the International Association of Assessing Officers (IAAO), attendance at various ongoing regional and state education seminars and meetings, and maintenance of policies set forth in the Standards of Accountability. The Master Commissioner must also participate and provide service to the CORA of Virginia and must undergo a successful onsite audit of all documentation to substantiate eligibility.

The designation program was developed to enhance the professionalism of local government officials and their staff, ensure greater knowledge, foster accountability with citizens, and increase statewide uniformity with respect to office procedures and assessment practices.

To maintain certification, Harris will be required to complete at least one core or elective course each year going forward.

“I am pleased to be able to announce this special designation to the constituents I serve,” Harris said. “I hope it serves as a testament to how seriously I take my responsibilities here as Commissioner and helps to prove my dedication to maintaining quality services to the citizens of this County.”

Harris, who served as a Deputy Commissioner of the Revenue prior to becoming Commissioner, has been certified as a Master Deputy Commissioner since 2012. She has worked in the Commissioner’s office for over 27 years and has worked for Gloucester County for nearly 35 years.
